Dear Maxwell,

I have been thinking over your

letters of the 23rd and 28th November

with regard to the Hong Kong mui-tsai

report.

First, with regard to the

suggestion that certain passages in the

report might be referred back to Hong

Kong for revision, there is no doubt that

this is not possible, since the report has

been given publicity both in Hong Kong

and this country. But I must say that

since it is a report drawn up by a group

of active unofficial social reformers in

the Colony without the participation of

a Government representative, it is

a

useful and important fact

record such information and conclusions
